In 1981, following the Toxteth Uprising, Chancellor Geoffrey Howe privately suggested to Prime Minister Margaret Thatcher that Liverpool could be left to face a policy of “managed decline”. Although the proposal was never formally adopted, it revealed the attitude towards a city already facing enormous hardship.
Our design depicts Liverpool fighting back. The legendary Liver Birds, guardians and symbols of the city, rise like phoenixes from the ashes of 1981, chasing Thatcher and Howe out of town.
A tribute to the resilience, pride and defiant spirit of Liverpool and its people. A city that refused to be written off, stood its ground and rose above adversity.
They talked of managed decline. Liverpool had other ideas.
